Will it take off?

That's not how I interpreted the picture...
Imo, the plane goes down the conveyor belt, but it takes a while (since the belt is moving too)
giving the plane chance to accelerate (causing it to move down the belt) and also get lift (allowing it to take off).
 
The conveyor belt wouldn't slow the plane down much since the wheels would just spin faster and faster, and if it was moving slow, there wouldn't be enough air rushing past to generate enough lift
 
I didn't mean it would SLOW DOWN the plane, I meant, it would go fast, but not go as far as it would go, if it were travelling on a regular runway (therefore making the best use of the space provided) and thus being able to generate enough lift for takeoff on a smaller surface.
