First location is at a shooting range just outside of LV. IIRC there is also an Ammuniation shop there. The second location is where you deliver the truck with catalina. Just outside of LS

Location 3 is the Smokin Beef Grill, out somewhere in the desert. Location 4 is in the cracklab you have to blow up in SF. Pic is the jump you have to make on the way out.

Location 6 is the dump next to mount Chilliad. Location 7 is on top of a mountain just outside of SF, IIRC it is a TV station on top. Location 8 is the pier in LS with the ferry wheel.

Location 10 is the Jefferson Motal, the place where you have to rescue Sweet from the cops in LS. Location 11 is next to the beach in LS near to the big arena thing. Location 12 is underneath the clover if you drive from Grove street towards the city center using the highway.

Location 13 is a rooftop in LV I think near the strip.
14 is one of the three tall buildings with green roofs in SF next to the airport.
15, I got no fucking clue.
16 is the giant chicken near the desert airport (/aa)
17 could be at that small house at the ravine going to the ocean at the cliffs of LV?
18 is I think a racing stadium.
19 is that building in LV near the ocean, no idea what purpose it serves.
No idea about the other ones.

Location 14 is the Hospital in SF
Location 15 might be a motal in the LV desert (the one with the Indian huts)
Location 18 is the big stadium in LV next to the biking school
Location 20 is the boating school
Location 21 is the car place near Pier 69
