Well a chain seems the most logical reason, but how do you keep it tightened? I mean this obviously must have some hydraulic function to move up and down.

I don't think so... It looks pretty solid to me.
And since the div is still between the rear axle and I don't see anything run from the hood to the lower part, I'm guessing the engine is still in the normal part, it's just the rest of the car that's been raised.
