It's the perspective. In this shot, is looks as if the airport is twice as long as Mt. Chilliad is high.
This feels like a fisheye shot, but with the effect turned down.

But let's face it, San Andreas felt way bigger than V, although the map was a lot smaller.

I'm guessing it's because there are multiple cities? And the movement is a lot slower?

I guess so, top speed was probably a lot lower, also a lot more diversity, limited draw distance,..
