Overcautiousness combined with readily available arms. Because everyone can be armed, it's not illogical to assume that everyone is armed. And if you don't know with 100% if someone is the victim or the perpetrator, it's best to assume that everyone is a lethal threat.

Remember, the requirements for being a cop in the USA is... a highschool diploma and 6 weeks of training. That, combined with the systematic racism, the ever widening gap between "us" and "them" (whoever those "us" or "them" may be), and you get shit like this.
