Luckily, I didn't need any more reasons to not buy a Samsung.
Looking closer, though... It appears as if there's construction work going on to the tower itself? In that case, that's just scaffolding with tarp. They just rented out the space to place an ad on it. Still scummy, but less so.

Didn't notice the scaffolding, I agree that's a bit less scummy, yet I'm still really annoyed by it.
