Apparently, it's just byproducts that happen to be irradiated. Stuff like concrete from a plant, the rubber suits that the engineers wear, gloves, glass vials that contianed radioactive materials... Actual radioactive materials are stored in different containers, and not like this.

So both Fallout and The Simpsons lied to us, as there is no green goop.
