Its the idea behind it, in todays post 9-11 society, everyone is scared, paranoid, and the government keeps tightening the noose around freedom, placing cameras on every corner, and profiling.. err randomly selecting people for security checks. This is the artists mock of our society, by putting an un-needed amount of cameras in un-needed places, looking in all the wrong places. Thats my interpretation atleast of what I think he or she is going for, which is the beauty of art, its always subjective and means something different to everyone!
