I mean, the cam car should have slowed down, yeah, but I can guess what happened.
Cam car thinks the truck is going to pull into the left lane (as is normal), so doesn't slow down in the right lane. Surprised the truck switches to the right lane instead, he tries to swerve to the left, but then the truck pulls into the left as well, and boom.
I remember seeing this on reddit, and one of the comments was by an insurance investigator, and said that without a doubt, the truck would be considered in fault here.
