You can always look at the crosswalk things, if it starts flashing dont walk then it's gonna turn green soon.

Light becomes green

I think the only reason these dont exist is because traffic is regulated based on congestion, there is magnets in the concrete that sense the amount of traffic and distribute it accordingly. That and the fact street racing is alot easier when you can time the lights to work in your favour.

Not in New York...
The timing on certain traffic lights is different than others due to traffic flow but it's constant and has to be changed manually, so this would still work.
