Well, the cookies thing is due to the EU. It created a law to enforce any website in the EU to notify the user about the usage of cookies.
And given that they just fined Google with a whopping 2.4 BILLION dollars (albeit for a different infraction), I'd comply too.

It's still pretty annoying on mobile though.
