Or maybe the camera is too high on the map to see the cities..

I think its about the same as in Just Cause 1, loads of small villages spread out over the map. As well as military bases.
And then there will be a few big cities, 2 or 3 or so

Lol, in my school now, basically everything is blocked. And websites with the word 'proxy' is out of the question. Even when you google the word proxy, it's blocked.
