I don't know about this case, but in some cases (mostly in old cities), the front of the building is protected as an historic monument, so they have to keep it standing while completely rebuilding the rest.
The building across my dorm was like that.

That actually makes sense, it’s still pretty weird seeing a naked “building skeleton” like this one though.
