At the bottom there's less space because it overflows, so when I hover I can't see the speed bar or whatever you call it.

Not sure as I switch a lot for work, I'll pay attention to it and let you know should it occur again.

Happens to me occasionally. I work with Chrome, and it mostly happens when I don't have the window maximized.
