His backpack is an electronic warfare kit.
To jam signals around him so he cannot be targeted by drones, and of course antennas to feed signal to his own drones.

Bruh I think I fought NPCs like this in The Division 2.


Crazy to see this evolution in warfare, though. I know many people were mocking the doomsayers when those robots/drones first became common (that Black Mirror episode, for example), but look at how it's completely transforming the modern battlefield. It's incredibly cyberpunk - and horrifyingly dystopian.
