They're on most keyboards for PCs, they're little bumps so some people can feel and find where to put their fingers to start typing

I have that too on my galaxy s, but it's on the setting button for the keyboard

It's meant to position your fingers on the keyboard/help the blind finding the 'starting keys.'

Or for people who just don't look @ the keyboard to find the starting keys.
