I think it's called Haboob or something like that. It even stopped an american rescuing mission.
 
Cold air sinks, so I think when air layers cool down and they start to fall rapidly, it will blow up the sand but idk.

Wind is also created when 1 part is heated, which causes the air to rise up (thus causing wind).
The place where the air was before has to be filled up as well (thus causing more wind),
basicly this causes a chain reaction :P
