Most likely, But wouldn't the person that "photoshopped" it see the penis and release it after all the pictures and videos she has?
 
I don't believe that ^ video you focused on Mave proves anything. I personally don't see anything in that video that looks like a penis.

Yes Jonathan, if it's true, all the people who work in the Lady Gaga area would know. But they're payed to do they're job, and fired to give away company secrets.
