It's an European law.

Oh yeah, I just want to add that the 'Like' button (or rather its iFrame) that is so common sends data to Facebook without even clicking it.

The iFrame send that it has been loaded on page XYZ, and with a corresponding cookie Facebook can match this information with your account and create profiles for which sites you usually visit etc.
