That woman is wearing her seat-belt pretty dangerous. She has it way too lose (is the mechanism broken?). Now when she hits a car she will first move forward a bit after which she will hit the seat-belt very hard. Causing her neck to snap even harder then it would while the seat-belt is worn properly.
