My guess? They leaked the proposal on purpose, so they can then implement something else, and go "w-we listened to our userbase! and we're vewwy sowwy! we won't do that horrible, horrible thing, so we'll do this instead" as if that wasn't their main idea all along.

True, but as it stands, Twitch is still the absolute monarch of livestreaming. If YouTube takes a piece of that pie, I wouldn't mind. Most of the biggest streamers on Twitch already have a YouTube channel anyway, so it's not as if the exodus will bring that much new viewers.I'd hate to see the YouTube monopoly growing even bigger though.
