Yeah right. Not even Twitch is stupid enough to do that.
My guess? They leaked the proposal on purpose, so they can then implement something else, and go "w-we listened to our userbase! and we're vewwy sowwy! we won't do that horrible, horrible thing, so we'll do this instead" as if that wasn't their main idea all along.
If they are stupid enough... Well, I guess we'll find out if YouTube is ready for the large influx of streamers.

True, but as it stands, Twitch is still the absolute monarch of livestreaming. If YouTube takes a piece of that pie, I wouldn't mind. Most of the biggest streamers on Twitch already have a YouTube channel anyway, so it's not as if the exodus will bring that much new viewers.
Alternatively, I would be very amused if streamers decided to go to Pornhub instead. I can see degenerates like Sodapoppin or Veibae do that for shits and giggles.
(There are already some V-Tuber streamers on Pornhub already, but for more, ah, adult streams. Projekt Melody, for example. No, I won't elaborate how I know that.)
