My guess? They leaked the proposal on purpose, so they can then implement something else, and go "w-we listened to our userbase! and we're vewwy sowwy! we won't do that horrible, horrible thing, so we'll do this instead" as if that wasn't their main idea all along.

True, but as it stands, Twitch is still the absolute monarch of livestreaming. If YouTube takes a piece of that pie, I wouldn't mind.
